Yes, Cher can sing (or at least used to), and “Belive” was a massive global hit not for nothing. Nevertheless, it let the genie out of the bottle. Ever since then auto-tune is getting more and more popular, and yes, mainly just to cover the mediocre singing abilities. I think Kylie (and the other real singers) should avoid this dead-end, and focus more and more on the real and unmodified live singing. In this respect “TimeBomb” is a little allowance.

Auto-tune (which was basically an interesting and useful effect) historically degraded singers, concerts, and even TV shows specialised to discover new talents 
Anyway, there are still singers out there (including Kylie) who can do the real thing, and there is an important part of the audience preferring the pitch-perfect singing. Kylie knows very well that this is what she has to concentrate on. But “Timebomb” is for the youngsters and for the USA, so they used some computer effects.

Agreed, “too much computer generated vocal effects theses days”. The tremendous amount of worldwide success of Cher’s “Believe” (1998, USA) infected both the singers and the audience (mainly in the States). However, the real-time auto-tune is hardly an option even nowadays, so the singers in live concerts couldn’t recreate the original sound, and instead prefer lip-syncing. Really BAD singers can do it too. And the auto-tuned voice sounds almost the same, regardless who is the singer. (cont.)

Just after 1m27s starts the refrain, and on the right side, the album version is computer-effected (to produce more robotic sound). I think it was a bad move, because her live singing (on the left) is a magnitude better!

Well, there really are TV shows preferring lip syncing. I have records when Kylie was the guest, and the guys at the mixer board BELIEVED that she was also to lip sync – similarly to many other “stars” and MUTED HER MIC. And it took half a minute or so to wake up and switch on her mic!
In this case the singing is live from the first second, however, over the backing vocal layer, which was earlier computer-modified in order to give some “modern” feel to it. I think this is what might fool you.

Not saying she doesn’t sing live, and would suggest that.. However this performance doesn’t sound live and as i said before guests on theses shows don’t tend to sing live, no fault of their own it’s just how theses tv shows are produced. .

Unfortunately, it is blocked in most countries including UK (except Australia).
During her live performances she sometimes (accidentally) changes the lyrics (words, lines, and verses) which is rarely a problem, because SHE IS FLUENT IN SINGING – and on the other hand, proves the live singing.
